Electronic Building System (e-BPS) is a software tool to process municipal building permit application and issue building bylaws and building code compliant building permit certificate. e-BPS is aimed at supporting municipalities for an improved building permit process involving automated verification and checking of proposed building to comply with defined.
Waling Municipality
At first, Waling municipality was announced on 2053/10/11 BS by the Government of Nepal by joining the areas of Village Development Committees Dhanubans, Pekhu Baghkhor and Waling. Later in order to reform the structures of Municipalities and Rural Municipalities for the Federal Government System, it’s area has been increased in 2073 BS by joining the previous Waling Municipality, Majhkot Shiwalaya VDC, Yeladi VDC, Jagat Bhanjyang VDC, Keware Bhanjyag VDC, Sirsekot VDC, Thumpokhara VDC, ChhangChhangdi VDC(Ward No. 1,4-6), Malyangkot VDC (Ward No. 4), Tindobate VDC (Ward No. 2-5 ), Kalikakot VDC (Ward No. 1,2,9), Pelakot VDC (Ward No. 5-6), and Sworek VDC(Ward No. 2,4-8).
The historically popular Andhikhola river is flowing through almost middle of the Waling Municipality. Waling bazar is one of the major business place of Syangja District. Waling is connected to the most beautiful city of Nepal, Pokhara and the birth place of Lord Gautam Buddha, Lumbini via Siddhartha Highway. The Waling is 65 Km far from the Capital of Gandaki Province, Pokhara and 27 Km far from District Headquarter, Syangja. The height of the landscapes ranges from 731 meters to about 1600 meters. Most of the area is covered by Hils. The office of Municipal Executive lies in Aandhikhola Valley. There are a lots of developmental opportunities for Waling Municipality.
The government of Nepal has listed to develop Waling as one of the Smart City of Nepal. So, Local Government is working for Smart Waling.

E-BPS is an application software system that has been developed to assist municipalities to improve their current building permit process. It does this by ensuring the effective compliance of the NBC and BBL in urban regions, thus promoting safe building practices and planned urban development for the entire nation. UNDP had initiated to implement E-BPS in Nepal and currently, Waling municipality has started to implement it. E-BPS is a web-based application through which building permit applications are processed and current building records are maintained. This is an effective and efficient system to monitor and evaluate the current state of building constructions in a municipal area. E-BPS is a distributed system and will be implemented at both the municipal offices as well as their respective ward offices. The system allows citizens to submit as well as track their application(s) and its status respectively over the internet.
E-BPS enables municipalities to manage a building permit system by integrating the NBC and municipal BBL. It supports municipal staff members to maintain a building permit database and ensure NBC and BBL compliance for individual buildings through an intuitive web interface. Municipal staff members with different responsibilities, such as application registration, technical data verification, compliance checking, field verification, certificate printing, handling of legal issues, house address generation, GIS data maintenance, collection of permit fees, assessment of disaster vulnerability, building permit data archiving, executive permit approval, etc. will be able to access the E-BPS through any of the following mediums: LAN, Intranet or Internet.
